The Role of ICT in Development by Raul Katz
Based on a conceptual framework that incorporates academic research on the economic impact of ICTs, the study has been conceived as a contribution to dialogue between governments, private sector and civil society in the region. The fundamental premise behind this work is that Latin America has completed the phase of privatization of operators and the opening of telecommunications markets. The combination of privatization, liberalization and technological revolution has allowed the region to resolve some of the key elements of the social digital divide in voice telephony. The book includes recommendations on tools and policies to be put into practice the Latin American countries to maximize the impact of ICT on the economy.
