In the early 1990s, the Mass Transit Railway Corporation (MTR) in Hong Kong was concerned about congestion on its trains. With a leading market share, its trains were falling victim to their own success, with overcrowding leading to schedule delays and safety concerns. The MTR had either considered or introduced measures to alleviate overcrowding, such as adding a peak-hour surcharge. In this case students create an action plan for the MTR after considering the effectiveness of its overcrowding solutions, competition from rival mass-transit firms and the MTR's financial data and system specifics.
