Linda Gibbs, deputy mayor for New York City’s health and human services, delivered a keynote address at the Social Enterprise Leadership Forum: The Economics and Psychology of Poverty. Gibbs addressed the need and importance of reflexive evaluation of social welfare programs, a time-consuming and costly endeavor that she said is too often shunned by governmental and nonprofit organizations at their own long-term expense.
